 ;D  These look like the gas (petrol to you POHM's) Motorette built between 1946 and 1948 in Buffalo, New York state.  Single cylinder 295 cc Wisconsin engine.  Single rear wheel chain-drive from a two speed gearbox.   8)    Ian.

from the looks of the photo they appear to be rental units available at the beach for scooting about.
not sure how well they work on the sand.
