I was a little surprised when I read this, I assume there was a reason the driver couldn't just turn the ignition off.

If this is true then the only reason is the computer was driving the car. If that is possible then I would suggest it fails to be a safe vehicle and why do I have to pay for an MOT? Ignition, gears, driving round in circles, up a steep bank with all anchors on. The last time we had one of these stories it was a nutter and he got done.
