That one's already been identified in the comments - Dick Dean's Shalako beach buggy. Named after the Sean Connery film.

I didn't know what it was but it was suggested that it was a microcar (USA).
Do we need to know exactly if it fits in the microcar definition (600cc and 700cc limits still unclear) before it is posted?  Catch 24 I think  :)
