Hungarian a Balato or Aqua Regia. Without looking at Julian Nowill's great book I am not sure.

note the size of the front wheels!  Could it be a Peel relative?

 Reaching for my copy of the Standard Catalog of American Cars ( ;D), I can say that the red thing from Rusty is a 1946-48 Motorette, built in Buffalo, New York, with just over 4,000 made. The thing in the carpark is a 1947 Delcar delivery van, from Troy, New York.

 Jim, a few wild guesses for your thing; Auto Cub? Brogan? 1948 Scootmobile? Why do I also keep thinking of Libelle.....
