It's the "Bobbi-Kar". It seems to have provided the inspiration for a number of other American projects.

"WOW" great research Rusty! love looking at all the spin off designs.  :) Did wonder what the 'B' on the dash stood for.

Interesting photos there, and I like the film of the Bobbi-Kar. The BK looks quite attractive, but in my opinion the styling of many American small cars tends to suffer because it tries to copy "big car styling" and ends up just looking like a cheap version, rather than something attractive in its own right, but the B-K does look good.
