Now there's a coincidence! Just before Christmas I treated myself to a few micro items from Walter Millier (autolit) in the USA, and one of them was a brochure for this very vehicle! :o
It's an Electric Pal, dating from the early 1980s rather than the '60s, and this version is indeed for disabled useage. I can't see a drivers seat so it might even be the rarer drive-from-the-wheelchair version.

Initially what stumped me, was the little round seat though it seems model E.W.F.H had no such thing, nice research Stuart! :o
