I can't download the photos but here is an answer to make 50cc Sans Permis cars faster (and perhaps Bobs Puch).

Didn't Excelsior do something like that for Berkeley?

Someone gave me a three cylinder Berkeley engine once and it was exactely that, a twin with an additional cylinder and crank 'bit' added on the side.

 Tis a Minoto, based on the prototype Filipper Mk 3 when the design was bought by, was it Veloto?
