Dear Barry

Whilst I do not know the name of the owne,r the location looks like the small village of Gratibus in Northern France. Every August  the village holds a fair and the heart of which is a small local Microcar rally. I say fair, it was more like a car boot sale the day I went.

Looks like he owns an early four wheel Isetta  with UK plates.
