I certainly don't know what's happening, there, but I reckon the starter cable goes round the wheel, and the wire coming out of the centre is a rigid kind, maybe a handle to lift the wheel?

If you click on this image for the large size and look closely, you can see that the start cable does go round the wheel and there is just a piece of stiff wire through the centre that temporarily keeps everything from flopping around during storage apparently.
The description states this was added in 2014.
