Of course the "winglamps" and torpedo taillights make it British market.
Nice to see the single large Lucas mirror on the right, again typically British.
The hubcaps make it 1958 or before, as they went to the flat "FMR-in-diamonds" hubcaps in 1959.
It appears as if the wood trim strips are still in place below the canopy hinge (different colour than the panel trim), making it a '58, as they were dropped for '59.
A clear picture of the dash would clinch it, but the 1958 model had an ashtray in place of the clock, and the large dark disc looks more like the ashtray base than a blanking plate for the clock. The light switch second from left looks like it has a "paddle" hanging down, which would make it a 1958 as well, as they went to the deeper "Isetta" style switch in 1959. There should be a same-colour speaker hole blanking plate in the dash center, but I can't make it out.
The transition to the 1959 model was fuzzy though, as parts stocks were used up, so there's a small chance that it was an early 1959 car that looked like a 1958."
