in the good old days before VOSA ,BIVA,SVA ,MSVA etc etc, it was common practice to build a car and use whatever logbook you had laying around, i have personally known a number of vehicles that were clearly not what it said on the logbook, it was a loophole and an easy way to build a one off, sadly it is no more. big brother rules and the freedom to build/drive whatever you desire is fast being supressed. there will come a day,more than likely in my lifetime,when a classic/hotrod/micro/kit/special, will have sanctions forced upon it, brussels are already planning limited mileage allowances for older vehicles,and already it is illegal to modify any chassis without it having an SVA or BIVA test, basically  the euraprats want us all to drive a prius or some hybrid shopping trolley with no character ,all drive at 30 mph and fall into line like good little sheep. the future my friends is bleak, the internal combustion engine is becoming the devils work and unless we all go and make love to a tree the planet is doomed, till that happens ,the reich will continue to stifle freedom of expression and push forward more tests, laws and beurocracy. that leaves us ,who have a penchant for old/unusual vehicles,firmly up sh*t creek without an environmentally friendly paddle made from recycled do-gooders. as for the "bond" in the ad, good luck to the guy, unfortunately he will very likely get a visit from VOSA , as they DO  keep an eye on forums and the like,just another tool in big brothers arsenal. happy motoring!
